Thief In Zlatograd Help

So Iv pretty much finished up HOL I except for a few minor quest, but one has me stumped. I can not find anything on the thief in Zlatograd that is stealing food rations. Tesvitomara gave me the quest very early on but bviously I have missed something. Can anyone help?
