Sweet Hips

In the Waste Lands, there is a streetwalker named Street Hips who asks for my help. I want to help her, but I always respond with, "I'm sorry I wish I could help".
Is there a way I can help her, or is it just random dialogue?

Try raising your persuade skill and your may or may not get a different answer.

Unfortunately, it has been a couple years since I played HOL3. I just gave you some common tips for quests. I'm sure Cat can help .

Not sure if this is still relevant, but you have to give her scroll of town portal and some money (i think 900gold... or was it 9000?)
