I've had over 50 tries at the scroll/tome vendor in Matras and it has never appeared.

Try a shop in a different town. The last time I played through, I didn't find one until I was working on quests in Vastares. Are you just starting out in a new game? I'm not sure, but perhaps some of the things offered in shops are dependent on your level. Seems that way to me anyway
