Are Spells designated to Certain Cities?

I want to find a spell called: Recharge Wand so I can use it for my character. Im currently just getting into the right side of the map where the Island fort guard charges you 100 gold to get through. I am looking forward to getting this as I have a few wands that I use before I close into melee. My question is do I have to be in a later city to find this spell at a mage shop or can I easily find it by saving and loading from Vastares and Matres?

The scroll form of this spell has "best" category, while the spellbook form has "superior" category, so you can find it mostly in the magic shop of Mithria (it's a "superior" one), or if you are patient enough sometimes you"ll find it in Phryn's shop too (it's a "best" one). And of course if a monster drops or a shelf contains a "best" or "superior" item you"ll have the chance to get it there too.
But there are no chance to get it from the shop of Matras ("cheap" category) or Vastares ("normal" category).

Oh ok. Wait what is the difference between superior and best? Do they have the 'best' version of scroll or spellbook at Phryn? Im asking because I need the spellbook to constantly use the ability/spell.

All items have a category, I mean one of these: cheap, normal, better, best, superior. And all shops have those categories too so f.e. a "normal" shop sells items mostly from the "normal" category.
Spells like "enchant" or "recharge" are very high class spells so you can't find them in a "cheap" shop because these spells have the "best" (or "superior") category.
Superior is the best of best, of course. Mithria has that shop so for getting that spellbook you have to go there.

Ive been meaning to give the game another shot. I was going to ask you if you happened to know what class/lvl is the spell Sap Will from Mind Magic. Im wondering if the spell is at vastares because if so then I am in luck.
