Where do you get the hammer of the witch queen?

The person who gave you the quest in the goblin village should have given you it
You need to go to Long Spit Village East. (It's to the southeast on your map of Freymore.) You need to find 'Waheetu', the goblin elder. He's in a building facing a pit in the ground). He will give you the quest and the 'Hammer of Witches' to kill the Witch Queen.
(Don't do the 'poison the goblin leader' quest until you finish this one or you won't be able to complete it!)
You have 20 save slots use them all. Save after every quest, save before going into a dungeon, save, save save!!
