Please download and read the game's manual from here:

It contains the info you need for all attributes, skills, etc. : )

This doesn't work it doesn't tell me what dexterity and sneak do

I'm not sure what do you mean with "sneak", but for the dexterity and other attributes read the manual from the 5th page. : ) For example, the dexterity increases ranged attack, melee damage and melee defense.
Of course for the very exact details you should try it out in the game when you level up: spend the available bonus points for your dexterity and check how it increases other attributes.

By sneak I think you mean stealth. That increases your chance to pick pocket people successfully. Also it is needed for certain quests.

If you are going to try it out in game like Sylon suggests take a save in a different slot then try adding points to dexterity and see what happens.

An alternative to needing attribute points is always enchanting to increase your attribute level.
You have 20 save slots use them all. Save after every quest, save before going into a dungeon, save, save save!!
