is there a maximum skill training amount that you can receive aside from the limitations of the trainers maximum skill level? Such as only so many points a level? If so, what is it?

You can delegate as many point as you want per level with a trainer. You will, however, need to have the appropriate governing level to train skills.

What do you mean by governing level?

i.e., you have to have a high end. for heavy armour, and dex. for bows. The points you have allocated cannot exceed twice the points you have to the governing skill. And no problem, it's my pleasure.
