Enchanting question: Fortify Armor vs Armor Skill

When enchanting items, is it better to add "Fortify armor," or to add "Fortify skill (Heavy armor/Light armor)? Which enchantment improves one's total Armor rating the most? And does it matter if you are enchanting actual armor vs, say, a ring or a cloak?

Fortify armor adds directly to armor.
Fortify heavy/light armor works different based on the skill level
33 is based skill level (full value)
100 is max skill for double armor value
So far I've found Fortify armor to be better.

Thanks for the reply. I've been applying Fortify Armor for the most part.
