questions. wand and bow related

im headin out camping at the moment so i cant playtest these for a few days.
wands. are they effected by + magic attack enchants ?
bows. my light weapon is around cap. and i have seen on other posts that light only effects bows up to 50 skill. but. i was messing around with some small enxhanted light weapon gear and it is changing my bow damage. does not budge my light crossbow damage at all. i have a massive amount of +acc to gear. not sure if that xould be a factor at all.
