I can see why mortars don’t show wear, as they are very hard compared to what is being ground. I don’t see why there aren’t mortars that can be enchanted to up one’s alchemy level. And other than price I can’t tell much difference in the three levels of mortars, either.

Death (Warmed Over)

As far as I know, the only difference between the mortars is their value of condition. That is, you can make more potions with an Apprentice's mortar than with a Beginner's mortar before it breaks. The ability to make more valuable/effective potions depends solely on your skill level, no matter what type of mortar you use.
