I’m currently in the undead city and have given the tavern rotten meat and helped the twins. I have talked to the mayor after doing this but his text doesn’t change and my quest doesn’t update.

I’ve found the problem he refuses to take any contaminated water I have; he only receives food. I don’t know how to fix that though

I’ve also played through the entire game back to that point and he still won’t take the contaminated water

Hmm... Try going back to the Tavern with exactly one Contaminated Water (and Rotten Food).
