Where do I find the master thief in the base game to open the pirates chest i got from the Treasure Island quest? I know it’s not the thief guilds leader.

The master thief owns the keymaker's shop in Mithria

There’s a man in phryn named Gorjan that lives near the mayor. He sells you the map for 1000 gold.
