I did all the quests exempt for the help the knight int he forest, and now I am at the second city and there are no quests I can do to level me

Youre in vastares? Go west and train in the pine forest, if you go far enough west, somewhere along the coast they're will be an abandoned mine that is a dungeon and is a great way to train! There's even a boss(more or less)
