Quest "get orders for the slave master"

I've been running into an issue with this quest. When I talk to captain hanty about this quest, he replies with "don't need none of your slaves, you don't look like a real merchant. Be off now or I'll have to test my sucker punch on your belly."
I've tried changing my outfit so that I have 100+ points in my outfit rating, but my outfit doesn't seem to have any effect on his response. Is there something else I'm missing?
