Apparently, Mita gave me the Addancs sight, but not the build a bridge quest. I can't get her to reappear and no other Addancs are around. Do I have to talk to the old man on the island or can I go on without it?

If you bought Addanc Sight from Phredd, Mita is probably not going to appear. Otherwise if you tap the red bush by some boards there, she should.

You don't need that quest or to build the bridge.

You can buy a Druidic Wand from Melor.
