Sorry to hear that.
It seems your Windows setup is highly unusual. (By the way, can you tell me which version of Windows are you using?) One or more folders which should exist are not accessible (and/or cannot be created).
Please check the following folders and if they don't exist, try to create them:
%USERPROFILE%
This definitely should exist and be accessible, Windows wouldn't work otherwise... It's <SystemDrive>:\Users\<Your_Username>, like "C:\Users\AmarKap".
%USERPROFILE%\Saved Games
This is just the "Saved Games" folder in your profile folder above. If it doesn't exist, try creating it.
%USERPROFILE%\Documents
This is the same as the previous, "Documents" in your profile. This also should exist and be accessible, lots of programs would complain otherwise.
%USERPROFILE%\Desktop
Same as the previous.
%USERPROFILE%\AppData\Local
This is a hidden folder. You'll need to enable showing hidden items in explorer. Also a lot of programs depend on it, Windows wouldn't really work without it. Still checking to see if it's there couldn't hurt.
After you have checked that all of these exist (and maybe creating "Saved Games") and can see their contents, please try to run the game again.
If it still doesn't work, something is wrong with GOG (or generally with Windows) and the game is run with too restricted permissions somehow. You could try running the game as Administrator, that might fix it. GOG Galaxy games are installed into "C:\Program Files (x86)\GOG Galaxy\Games" by default, The Quest should be in "The Quest" folder. Right click "TheQuest" and select "Run as administrator".
