Looks like The Quest is now on sale on Steam. I am not using my PC very much and I prefer to play games on tablet so I am waiting for Android version. If I buy the Steam version now I guess I will need to buy the Android version again when if finally comes? Or is there some registration code like it was for Legacy and Quest for Palm and PocketPC? I remember using same code on Palm and PocketPC.

Any version sold in a different store is independent from the other versions. You have to buy all you want to play.

(For example if you buy the game in the Mac App Store, you only get that version. But if you buy on Steam, you get both the PC and the Mac versions. :)

There's always the possibility it could be released on the humble bundle store. Generally if you buy software on there you get all available versions. But I just did a search and it's not available.

The game might get released in other stores, but I don't think we'll release in stores which sell Steam keys. If you'd like a Steam key, you can just buy on Steam. :)
