I was looking to get into messing around with the editor, so I went to look for a download on the redshift site. I found the basic tutorial, and it talked about how to start from the steam game. Is there anyway to run it through or from the iOS version if I already purchased it on the App Store? Or is there somewhere I can just download the editor itself?

The editor is a Windows program. It won't run on anything else. It also needs Steam integration for uploading to the Workshop, so that's why it's bundled with the Steam version of the game (and will be downloaded automatically on Windows).

So does that mean I have to purchase the steam version?

If you want to use the editor, yes.
