The usual time it takes him to create a potion is one day. Are you sure you're talking the brother in the basement. (Brother Alavaro, I believe)

I've just completed the quest, i found the Quest Wikia page helpful. I was given 2 potions. One for me to use and one to give away, no problems. I play on ios. Check out the wikia page.
