Servants of flesh in the fallen cemetery will try to do a ranged attack when they only have melee(or perhaps wont use their magic).
If you are next to them they will successfully melee though.

If you mean their ranged attack doesn't affect your character, you have either high magic resistance or your character is a Rasvim. Monster magic attacks won't always work.

Ah, I am a Ravism, but its like an attack animation plays and nothing happens. No magic effect or anything.

I can stand at range and attack for 10-12 turns and they will continuously try to do a ranged attack.

Well, the AI is not perfect.
