i think theres a bug in the quest...
i know what i need to do have have every thing, but it wont let me complete the quest. i cant talk to the inkeeper about his brother again, the option just went away

You have to have a ring and a letter from the brother. Are you sure you have both? If yes, it should work. (Except if you already finished somehow this quest. : )

yes i had both...actualy about 5 or 6 of both...
i ended up just droping them all and picking the stuff up again. then it worked for me
