Both Hamid the Smith and Hamid Hammerfist and Jamell the Smith sell it but you might have to camp out to have it show up in their inventory. Sleep in a town they're not in 21 sleeps. Mark by them and then recall to check their inventory.
Hamid the Smith is in Bithoor City. Jamell is in Ahl-al-Ard's Fortress.
