I’m talking to him, but he just said that he needs to practice fire breathing. That’s all. I’m guessing I need to figure out how to remove him. Any hints?

You need the quest Morthrir, For For Ethelfred of Humbria, Humbria Castle, convince the dragon Morthrir, Ragnar's spawn, to live up to his great dragon heritage and become the Protector of Humbria. You will need Wisemark the Monk's Dragon Translator. He's at St. Hilda's.
You need the Dragon Translator, which you can get from Find the monk Wisemark at St. Hilda's in the east.
And you need Persuasion of at least 90.
