I keep trying to rest to regain my stats, It keeps saying I need water and food, I have an apple and some black beer, I'm in the starting town Matras, where do I get food or water?

Inns supply food and water. There's an inn in Matras. If you're a spellcaster, you can also buy the Create Food spell

You can also get water from fountains found in cities once per day. Also, black beer is a potion, ergo, it does not count as an item used to rest; water is needed.
