Does it apply ac bonus to heavy armor or just light armor?

Dexterity increases your ac but isn't dependant on armor type so will give a bonus for whatever armor type you have on i think. It's the armor skills which give an AC bonus to specific types of armor.

Yep. I tried to use an armor with 25 ac and it protects me less than an light armor with 5 ac
