Who do I talk to so that I can raise them to lvl 40 so that I can pick pocket the Orc slaver by the way both stills are already lvl 30 and I am lvl 11 and far from lvling up. Also what's a quick way to lvl up in this game besides waiting 7 full days for a dungeon to refill.

You only need Persuade to steal that key.
